New York City Council Targets AI With $25,000 Fines as Bills Mandate Certification and Kill Switches

Friday's package would bar companies from selling or deploying AI systems in New York City unless an independent inspector certifies them for data quality, bias, privacy and security.
The main bill also requires AI labs to build a human override — a "kill switch" — to shut down a model or agent that goes rogue.
$25,000 fines would apply per violation, and because penalties could be assessed for each AI agent involved, total exposure for firms could quickly escalate.
A second bill would give whistleblowers a share of collected fines, adding an enforcement incentive ahead of an Oct. 5 Committee of the Whole hearing with all 51 council members.
