Russia Weighs Shifting 2022-2025 Grid Repair Costs to Industry as 8.5 GW Was Hit

Russia’s antimonopoly service has proposed letting grid operators add power-line protection and restoration costs to electricity transmission tariffs charged to industrial consumers.
The plan would cover spending on protective structures, armed guards, special equipment, drone detection and countermeasures, employee safety, and actual repair costs from 2022 to 2025.
Network companies would not get automatic tariff increases: they must justify the expenses to regulators, and additions would require federal or regional approval in areas deemed at risk.
Household electricity tariffs would be left unchanged under the proposal, shifting the burden toward businesses as Moscow responds to repeated attacks on energy infrastructure.
Deputy Energy Minister Yevgeny Grabchak said 8.5 GW of energy capacity was damaged or knocked out during the 2025-26 autumn-winter period by what Russia called external influence.
