Russell had jumped from second to first at the start but hit the wall at the final corner of the opening lap, while Verstappen nailed the restart and steadily pulled clear without needing slick tyres.
Hamilton surged from sixth to second for Ferrari, and Charles Leclerc held third after McLaren’s late fight imploded when Lando Norris tagged Oscar Piastri at Turn 5, spinning both cars.
Kimi Antonelli inherited fourth ahead of Liam Lawson, Ollie Bearman and Nico Hulkenberg, while Norris salvaged eighth and Piastri fell to a lapped 14th after stopping in the wall.
An attritional race also eliminated Alex Albon, Gabriel Bortoleto and Valtteri Bottas in a three-car clash, plus Sergio Perez, Lance Stroll, Isack Hadjar and Franco Colapinto, before qualifying later Saturday.
