Summary
Rep. Delia Ramirez on Tuesday formally introduced the Reimagining Safety Act, a bill that would dismantle DHS, abolish ICE and eliminate CBP, including the Border Patrol.
The measure would replace DHS with a new Department of Community Safety while shifting TSA and the Coast Guard to Transportation, customs functions to Treasury, and some immigration duties to Justice.
It also would bar federal funding for border walls starting in fiscal 2027 and require Guantánamo Bay's military detention facility to close within 60 days of enactment.
Ramirez said DHS should be replaced with an agency centered on community safety, while DHS Secretary Markwayne Mullin and a department spokesperson denounced the proposal as an open-borders push.
The bill has four original Democratic cosponsors, but it would need to clear Congress and be signed into law, and none of its changes are currently in effect.
