Pentagon Orders 90-Day Base Self-Sufficiency Under FORTRESS as War Planning Expands

Summary
U.S. military bases would have to sustain essential operations for at least 90 days without outside support under the Pentagon’s FORTRESS initiative, according to documents reviewed by Fox News Digital.
The requirement is meant to keep forces operating if a major war knocks out civilian power grids, disrupts supply chains and damages critical infrastructure the military now depends on.
FORTRESS envisions microgrids, large battery storage and portable nuclear reactors so installations can disconnect from civilian electricity while preserving power, water, fuel and communications.
The plan also calls for strategic reserves of munitions, fuel, critical minerals and medical supplies, plus at least two qualified supply or production pathways for key defense dependencies.
A wider mobilization push would line up civilian factories for wartime conversion through the Civil Reserve Manufacturing Network, with advance contracts, cybersecurity standards and recurring industrial stress tests.
