Q: How will global fuel costs and Japan's new carbon tax affect your next electricity bill?

Your next electricity bill is more likely to rise because of global fuel costs and the end of temporary relief measures than because of Japan’s new carbon-pricing regime. For households, the immediate driver is imported fuel. Japan still depends heavily on LNG, oil and coal for power generation, and utilities pass those costs through with a lag of several months. With Middle East tensions pushing up energy prices, the effect is expected to start showing from around the June billing cycle and become clearer in July or August. Major utilities had already announced higher bills for April usage billed in May, with model household increases of roughly ¥393 to ¥463 month on month, helped by the expiry of government subsidies and a higher renewable-energy surcharge. Japan’s new carbon-pricing framework is a slower-burn factor. The GX emissions trading system became mandatory in April 2026 for large emitters, including power companies, with a reference ceiling of about ¥4,300 per ton of CO2. That raises compliance costs for utilities such as Hokuriku Electric, whose profits have already weakened. Over time, some of that cost is likely to be reflected in tariffs. But the direct hit to your very next bill should be limited. The more explicit fossil-fuel levy in Japan’s carbon-pricing plan is not due until fiscal 2028, and GX-ETS costs are only beginning to filter through. In the near term, fuel prices, subsidy changes and the renewable surcharge matter more than carbon pricing.
