The actual tax cut depends on a person’s income, filing status, and tax bracket, so a $7,500 “relief” figure is not the same as what most seniors would save. Independent experts said the SSA’s number likely reflected the size of the deduction or an inflated average, rather than the average reduction in tax liability. Shannon Benton of The Senior Citizens League said the figure may describe an average deduction amount, but not a refund or direct savings. Tax Policy Center estimates cited by advocates put the average tax reduction closer to about $1,100. The difference also reflects who can actually benefit. Nearly half of seniors owe no federal income tax, according to the Center on Budget and Policy Priorities, so they would get little or no value from an income-tax deduction. The deduction also phases out at higher incomes, limiting benefits for some households. Experts also stressed that the law did not directly eliminate taxes on Social Security benefits. It changed overall taxable income, which may indirectly reduce taxes for some retirees, but that is much narrower than suggesting most seniors received thousands of dollars in direct relief.
