More than 20 U.S. warships and hundreds of aircraft are enforcing a blockade of Iranian ports as Washington pairs new sanctions with tactical air strikes on IRGC and other military targets.
Treasury's latest measures hit Chinese, Indian and other third-country oil brokers, tanker operators, Iran's shadow fleet and illicit financial networks to choke off oil revenue and raise daily costs by tens of millions of dollars.
The campaign is meant to keep Tehran under pressure while Pakistani and Qatari intermediaries pursue a ceasefire deal, though the report says Iran's refusal to reopen the Strait of Hormuz in June and July undercuts hopes for durable diplomacy.
Iran's economy was already weak before the joint U.S.-Israeli air campaign that the report says caused nearly $150 billion in damage, adding to internal disarray after the killing of Ayatollah Ali Khamenei and 40 senior commanders.
