Morocco Holds 13% Unemployment Despite 4.9% Growth and 193,000 New Jobs

Morocco’s jobless rate edged down only to 13% in 2025 from 13.3%, even after the economy created 193,000 jobs—its best annual gain in years.
Bank Al-Maghrib said growth has not produced enough quality employment: services added 123,000 jobs, construction 64,000 and manufacturing 46,000, while agriculture still lost 41,000 positions.
Women and young people remained hardest hit, with female unemployment rising to 20.5% and joblessness among ages 15-24 at 37.2%, reaching 48% in urban areas.
Job quality stayed fragile as underemployment rose to 10.9%, only 54% of employees had formal contracts, and 68.4% lacked work-linked health insurance.
Governor Abdellatif Jouahri said employment remains Morocco’s “weak link” and argued that stronger private-sector-led growth and faster education and training reforms are needed to make expansion more job-intensive.
