$15.5 billion of the Dulles overhaul won board approval Wednesday, with MWAA saying the broader more than $22 billion project will not be funded by tax dollars.
$14.2 billion in municipal bonds will provide the main financing, supplemented by airport revenue such as parking, concessions, airline payments and passenger facility charges.
MWAA said the 12- to 15-year plan would replace aging C and D concourses, expand the AeroTrain and reduce reliance on the airport’s mobile lounges through new passenger connections.
Potter rejected reports that costs could hit $90 per passenger, saying updated projections show $60 to $65 over 12 to 15 years and not a direct ticket surcharge.
Airport leaders said airlines backed the project, which they argue will add capacity, improve efficiency and modernize Dulles for future growth.
