Heilongjiang Opens 2nd Call for AI Compute Providers With 50 PFLOPS Minimum

Applications for Heilongjiang’s second batch of AI and supercomputing service providers run from Aug. 19 to Sept. 7, expanding a provincial supplier pool tied to its AI infrastructure scheme.
The province wants lower-cost, reliable computing capacity for AI companies, using registered providers to improve supply-demand matching and support purchases through computing-power vouchers.
Applicants must be registered in Heilongjiang, hold relevant telecom and internet data-centre licences, provide at least 50 PFLOPS of AI capacity, and keep usage-metering logs.
Selected platforms must connect eventually to a regional computing-power scheduling system, while providers verify voucher users, supply usage data and meet security, stability and pricing documentation requirements.
The scheme pairs infrastructure buildout with subsidy oversight, pointing to a more coordinated regional model for allocating distributed computing resources.
