DHS said Domenech, a Cuban citizen, had a 2002 deportation order and a criminal record across at least four states, including drug-trafficking and firearm convictions in Michigan.
The department said ICE had taken him into custody in 2023 but released him, turning the case into a fresh immigration-enforcement flashpoint as federal officials seek to keep him detained.
