Bomb technicians later concluded the wired aerosol-can device was unlikely to explode as configured, though officials said it could have sparked or heated if the wires touched the battery terminal.
Out-of-custody charges include assault with a dangerous weapon, incendiary-device offenses and obstructing an officer; the sheriff’s office said eviction calls can turn volatile and cited similar attacks in recent years.
