Four bedrooms were heavily damaged, resident Tommy Scirrotto said, with photos showing submerged beds, furniture and rugs after towels and makeshift barriers failed to hold back the water.
Rowan University warned the same day of severe flash flooding across the area, saying water had also infiltrated campus and several university buildings had taken on water.
Southwestern New Jersey received 4 to 6 inches of rain, according to the National Weather Service, as students were preparing to move into housing before the September semester.
