A recent severe drought made Edouard far more dangerous because it left the soil hard and baked, so when the storm dumped intense rain, the ground could not absorb it. That is why officials in Polk County said the drought actually worsened the flood threat. The National Weather Service warned that some flooding was life-threatening, especially in low-lying and urban areas where water can rise within minutes. Edouard’s winds also added to the danger by toppling trees and damaging homes, as in Livingston where a tree crashed through Jesse Slaughter’s roof. But the hidden driver of the flood emergency was the drought itself: after a long dry spell, the land behaved less like a sponge and more like pavement, causing water to spread fast and dangerously once the storm arrived.

A tree crashed through Jesse Slaughter’s Livingston-area home around 4 a.m. Tuesday after Tropical Storm Edouard’s wind gusts hit Polk County, tearing into the roof while his family was inside.
More than 7 inches of rain fell in Livingston, and county officials said Edouard delivered both flash flooding and wind damage across different parts of Polk County.
Saturated ground after earlier drought conditions can no longer absorb much additional rain, raising the risk of more flooding as showers continue.
Blue tarps, debris removal and furniture moves began almost immediately at the Slaughter home, with relatives and friends helping the family secure the property and start repairs.
Slaughter said the storm changed how he views shade trees near homes, urging residents to keep large trees farther from houses and prepare for severe weather.
