A 27-month OpenAI-GSA agreement will waive the usual $15-per-user monthly license fee and cut usage costs 50% for eligible federal, state, local and tribal governments through Dec. 31, 2028.
The deal expands eligibility from prior federal-only access to a public-sector workforce of about 23 million people, while more than 1 million government employees already have ChatGPT access under existing agreements.
Every verified government entity will also get Daybreak Blue approval at 50% off standard commercial pricing, plus training and onboarding support aimed at cyber defenders protecting critical infrastructure and public services.
OpenAI said agencies have already used its tools to speed CDC literature reviews to under 30 minutes, cut a Georgia tax-form digitization task from two weeks to 15 minutes, and surface millions in potential unclaimed property in North Carolina.
The announcement extends OpenAI's broader government and cyber-defense push, following last week's Daybreak for Frontline Defenders program backed by a $1 billion global commitment.
