Andy Beshear said Mitch McConnell still owes Kentuckians proof he can serve effectively day to day, even after the senator returned to the Senate and cast his first vote since June.
McConnell had been out nearly three months after a June 14 fall at his Washington home and said he is not yet back to 100%, warning he could still miss some votes while continuing physical therapy.
Beshear said one vote is only a first step and argued Kentucky needs two active senators who can show up consistently, including for committee work and regular Senate duties.
McConnell briefly spoke to reporters Monday outside the chamber, where he was described as smiling but speaking slowly with some difficulty, while staff barred video and allowed only still photos.
