ROAF said about 15% of U.S. abortions by end-2024 involved pills mailed into states with abortion restrictions, and it estimated mail-order drugs drove more than 300,000 abortions in 2025.
The group also cited an insurance-claims analysis it said showed serious adverse events in 10.9% of drug-induced abortions from 2017-2023, versus a rate it said was about 22 times lower on the FDA label.
The push would require reversing a December 2022 Biden DOJ opinion that mailing mifepristone is lawful absent intent for unlawful use; Blanche said in confirmation hearings he would review that interpretation.
