Summary
Two Brooklyn arrests on Oct. 29 showed ICE seizing Georgian national Nika Tkeshelashvili, 40, and Haitian national Yves Frantz Augustine, 45, after hours of predawn surveillance and stakeouts.
ICE's New York enforcement chief Ken Genalo said sanctuary policies blocked jail handovers, forcing agents to track targets on public streets instead of taking custody in controlled settings.
Tkeshelashvili, whom ICE says entered illegally in 2023, was arrested without incident on a pending first-degree sexual abuse charge; Augustine, under a 2006 deportation order, resisted and was subdued after about four minutes.
Genalo said New York authorities had ignored detainer requests for both men, while protesters and spotters have increasingly disrupted operations by warning neighborhoods when federal agents appear.
The ride-along came days after Mayor Zohran Mamdani released a Spanish-language video advising New Yorkers on ICE encounters, underscoring a broader clash between federal enforcement and New York City's sanctuary stance.
