Summary
A 58-year-old Virginia man, William Vance Payne II, died after a stolen Kia Optima carrying seven juveniles collided with his Toyota Matrix in Germantown about 5:25 a.m. Tuesday.
Police said the Kia's occupants were 12 to 15 years old, none was licensed in Maryland, and the 13-year-old boy believed to be driving was among two juveniles left in critical condition.
Investigators have not assigned fault, though police said they received a report that the Kia was being driven erratically before it entered the Great Seneca Highway and Clopper Road intersection.
About 40 to 50 first responders cut both vehicles open to free trapped occupants, and all seven juveniles were taken to hospitals.
Any charges will be decided by the Montgomery County State's Attorney's Office as police continue investigating the stolen car crash.
